Your moka pot spits because the safety valve is pushing out liquid water instead of steam, and that only happens when the water in the boiler sits high enough to cover it. Most pots have a fill line etched or cast into the funnel, but on plenty of models — Bialetti's classic Moka Express included — that line sits noticeably above where the valve actually threads into the side wall, so filling 'to the line' still submerges it. Once the valve's underneath water instead of air, it can't vent clean steam in a controlled trickle; it has to force liquid through a hole built for gas, and that's the spit you're seeing.
Clear the valve's pinhole by hand
A vinegar or descaling soak cleans the inside of the pot but rarely clears the valve itself, because the actual failure point is a pinhole channel too narrow for a soak to really reach. The safety valve is a small spring-loaded pin sitting in a channel a millimetre or two wide, and hard water leaves the same mineral deposits in there that it leaves in a kettle spout — even a small amount of buildup changes how air moves through an opening that size. Partial blockage is what turns a clean, quiet vent into a spitting, spluttering release, because pressure now has to punch through a hole half the size it should be. Know a warning hiss from a normal one
A short hiss right at the very end of brewing is the pot telling you it's finished, but a sustained spray, a pin that won't move, or a bulge near the valve means stop and fix it before you brew again. That end-of-brew sound is just the last of the water flashing to steam once the boiler runs dry, which is exactly what it's meant to do. What didn't make the list
They mute the symptom by physically restricting the vent on a pressure safety device, which is the opposite of what you want — if anything's going to defeat the purpose of a safety valve, it's covering it.
Marketed as never wearing out, but silicone compresses differently than rubber, so unless it's cut to the exact OEM tolerance for your model you're trading one fit problem for another — a lot of the "it started spitting right after I switched gaskets" stories trace back to one of these.

Is it normal for a moka pot to hiss while it brews?
A brief hiss right at the very end, once the water's mostly through, is completely normal — that's just the last of the boiler flashing to steam as it runs dry. A hiss or spray that runs through most of the brew, starts early, or gets stronger rather than settling isn't normal, and it's almost always overfilling, a scaled valve, a tired gasket, or too much heat — not a faulty pot.
Can I tape over or block the safety valve if it keeps spitting?
No — never tape, wire, or wedge a coin against it, and be wary of aftermarket 'anti-spit' caps that do the same job. That valve is the pot's only pressure-release point, and disabling it turns an annoying spit on the hob into a much worse failure somewhere else in the pot.
How do I tell if it's the valve or the gasket that's leaking?
Location and character give it away: the valve is one fixed spot on the side of the boiler releasing in short, sharp bursts, while a failing gasket leaks in a thinner, steadier hiss all the way round the seam between the boiler and funnel. If you can't pinpoint one spot, it's probably the gasket — worth checking before you assume the valve itself is faulty.
